Queen Elizabeth Hospital - Greenwich

Could I please get assistance in appealing this alleged parking fine.  I was witness to someone getting knocked over in an accident (not major) but because the person was quite old and obviously shaken I offered to take them to the hospital.  They were also using a walking stick, so I also helped them from my car to the a&e department.  The car was parked where I thought was a drop off point, the alleged charge is based on the vehicle being left unattended.

Any advice would be greatly appreciated, thanks in advance

A true demonstration of the phrase 'no good deed goes unpunished'...

The options here may be somewhat limited - how long was the vehicle there for? We'd need to see the exact terms on the drop-off sign, to see whether leaving the vehicle unattended is a breach of the terms.

Another avenue to try is the Patient Advice and Liaison Service (PALS) at the hospital in question - whilst I realise you weren't a patient, the fact that you were assisting one may garner some goodwill from them and they might decide to intervene. Make clear that the vehicle was left unattended to assist a patient who needed dropping off, rather than it being a case of someone abusing the drop-off zone to park.

If you have no joy, you might want to consider paying the reduced rate to make the matter go away - although if you are considering that be mindful of any deadlines for paying the reduced fee.

Hi, I tried emailing and calling PALS..they havent responded.  I sent an appeal letter to the parking company explaining what had happened and they flat out rejected it.  Ive definitely passed the reduced rate period but to be honest with you, I feel so bitter at this that I want to fight this all the way.  I couldnt just leave someone there suffering, its just not in my nature..I'd be interested in knowing how I can get this to court of something?

I appreciate this will take up a lot of time, but this is hard to swallow.

Thanks in advance

Despite what you see in American court dramas ("I'll see you in court!"), getting the charge cancelled before court is best, and indeed, courts expect those involved on both sides of litigation to treat court as a last resort. To that end, keep on at PALS - now armed with the fact that Wise have not upheld your appeal.

Ultimately, whether or not to take it to court is Wise's decision to make.

Can we see your appeal and their reply pl.

The car was parked where I thought was a drop-off point,

It is, the PCN even says so. The issue is whether the conditions of use require that the vehicle is attended at all times, but we can't tell because the sign in the PCN is unreadable. Pl post a clearer sign if you have one or transcribe its contents.

I could not see the hospital limiting use of the drop-off point in this way, it's counter-intuitive. One of the reasons a car would be there in the first place is because the passenger had difficulty walking, therefore they're dropped close to the hospital entrance. Any other construction is nonsense, for example if it's just so that a person could be dropped off without the need to park, then it could be anywhere on site, it wouldn't need to be by the front door. But it is, therefore it's predicated on the passenger's perambulatory predicament.

Given this, then it may be used by impaired passengers providing they can make their own way into the hospital, but if they can't and require assistance from the driver then the car must be parked elsewhere and the more impaired passenger forced to walk further with assistance.

Try the above on PALS!
