The driver was parked outside Starbucks, using the location for work. Purchased good from Starbucks and work there for a number of hours before collecting a co worker from the station to go to another meeting.

Could you advise best next steps, I'm afraid I don't have any pictures of the carpark signs,

The driver doesn't recall seeing any signs on signs

In which case appeal on that basis. There should be sufficient, prominent signs that alert the driver that they are entering private land and that terms and conditions apply. The terms and conditions signed must clearly state those terms and adequately bring the charge for breaching those terms to the attention of the driver.

Getting photos of those signs (or their absence) would be very much advised, you'll need them for future stages.
