Free Traffic Legal Advice

Hi,

The driver arrived at the car park with someone in another car, they shopped and left in the same car. The driver then returned to the car park later that night during restricted hours to pick up the other car they left in there. On the 15th of February, I, the registered keeper, received a PCN through the post. I got busy and forgot about the PCN until another notice came through the mail, I have uploaded both notices I received, however, I was unable to get photos of the signage.
