Parking Charge for not being in a bay

Hi,

On 5th Jan the driver of my vehicle parked on a retail park to do some shopping.  The car park was mostly covered in snow and was hardly used.  The vehicle was parked and at the time the lines could not be seen.  I have now been issued with a parking charge as it was not fully in a parking bay - offside wheels over the line which was now showing as the snow had melted.  Can I appeal this?
