Hi,

First time poster here. Posting on behalf of my father-in-law, the registered keeper, who recieved this PCN: [REMOVED BY MODERATOR]

Driver left car there after unloading items to their residence just above. Is there any way to challenge this?

I've removed the link as you've left the PCN number and vehicle reg showing, you should remove these and reinstate the link.

In the meantime, it'd be helpful to see if possible:
  • Any signage at the site
  • What (if anything) the tenant's lease says about parking
  • The back page of the parking charge notice

A case that is likely to be of relevance here is Jopson vs Homeguard, as this involved a case of stopping to unload, in a case where the defendant was a resident. It would be worth reading this carefully as there are likely to be similar arguments to be made in this case.
