As is in the title, I’ve just received my first ever Parking Charge Notice for £100 from Smart Parking LTD for going 10 minutes over my time.
I work as an IT technician for a school trust and was visiting the school opposite (for context, the school carpark is often completely full so I had no choice but to park in the car park opposite and paid via the RingGo app)

Now, there’s a couple of things I’ve noticed on this charge that don’t sit right with me. One being, the notice states “If paid within 14 days of the date this parking charge was issued, the parking charge will be discounted to £60”
The problem is, this was issued on 08/05/2026 and today being 15/05/2026 means I now only have 7 days to pay early, which honestly isn’t fair, especially if they didn’t actually post my PCN on the 8th.

Another thing I’ve noticed while doing some searching online, is a lot of websites are saying private parking companies must issue a notice within 14 days of when you parked. I parked on the 23/04/2026, and the charge was issued on the 08/05/2026 which is 15 days after parking.
Would that stand up in an appeal? Could I at least use it to get my discount period extended? Can I use any of this to make this a little easier on me, whether that’s dropping the charge completely, or something else?

That presumption of delivery (presumably!) derives from the Interpretation Act. But that applies only "Where an Act authorises or requires any document to be served by post". AFAIK there is no such Act in this case.

It appears that it was issued outside of the necessary period. It look as if they are not using POFA hoping the RK will pay. I am sure the necessary advice will be provided in any event not to name driver and they can make a decision. I received one due to wife in similar circumstances and it was pursued

You must appeal as the Registered Keeper stating that you will not be naming the driver and no inference can be made who was driving. They have not complied with requirements of POFA and that in itself may be enough to lay the matter to rest.
