Did the lease company pass on your correct details as the Hirer of the vehicle? They obviously sent you a copy of the Notice to Keeper (NtK) to your correct address.
No "fine" has been issued to anyone. What has been sent to the lease company is a speculative invoice for an alleged breach of contract by the unknown driver by an unregulated private parking company. If you can find the word "fine" anywhere on that invoice, I'll give you £100 for each occurrence.
DO NOT botch this by blabbing the identity of the driver. ONLY the driver is liable and they have NO IDEA who the driver is, unless you plan it to them, inadvertently of otherwise!!!!
I would advise you to email the DPO of Azure Parking and tell them that you have not yet received a Notice to Hirer (NtH). However, they have apparently instructed their useless debt recovery company to chase you, the Hirer. Use the following:

Dear Data Protection Officer,
I am writing regarding a recent letter I received from your debt collection agent, ZZPS Ltd, addressed to me as the Hirer of a vehicle leased via Lex Autolease. The letter refers to an alleged parking contravention but was issued to an incomplete and unserviceable address (missing the town, county, and postcode).
As the Hirer, I have not received a Notice to Hirer (NtH) from Azure Parking in accordance with the Protection of Freedoms Act 2012, Schedule 4, Paragraphs 13 and 14. Despite this, it appears that my personal data has been shared with a third-party debt collection agency without proper service or liability being established.
Accordingly, please treat this as:
1. A formal Subject Access Request (SAR) under Article 15 UK GDPR. Please provide:
• A copy of any Notice to Hirer issued in my name.
• The full address to which it was sent.
• A copy of the transfer of liability request and response from the lease company.
• All data you hold about me, including correspondence, notes, and third-party communications.
2. A data rectification notice under Article 16 UK GDPR.You must immediately
update your records to reflect my correct full
address for service, as used by the lease company. Please confirm that you have:
• Corrected your records accordingly.
• Erased any incomplete or incorrect address data.
• Notified any third parties (including ZZPS Ltd) to whom inaccurate data was disclosed, pursuant to Article 19 UK GDPR.
If no Notice to Hirer was ever issued or if it was issued to an incorrect or incomplete address, then no liability has been lawfully transferred. Please confirm this either way in your response.
I reserve all rights and will consider escalation to the DVLA and the Information Commissioner’s Office (ICO) if this matter is not resolved satisfactorily.
