Debt Recovery Plus PCN issued at Heathrow terminal

Hey All,
DRP issued a letter to pay £150 as I have missed paying the initial amount. My wife works at Airside in Heathrow, she has been provided with an exemption in place, APCOA reported that there is no exemption and I have to reach the org that provided the exemption, they provided a new pass which again is not recognized in the system.

DRP charged me £150 x 3 times now, please advise how to proceed with this.

DRP hasn’t “charged” you with anything. DRP is a brainless, toothless scammer that has no enforcement powers and is trying to scare you into paying money on behalf of its client, APCOA, which in turn is responsible for the chaotic parking arrangements at Heathrow.

Fortunately for you APCOA’s Heathrow parking charges are not enforceable against registered keepers - only drivers. So long as nobody tells APCOA or their henchmen like DRP who was driving, you can easily beat these tickets.

Please show us copies (with sensitive details such as names, vehicle registration and any reference numbers redacted) of all letters and other communications you or your wife has sent to DRP or APCOA and we will advise you what to do next. Upload on an external hosting site like www.imgur.com and post the links here.

As regards the Notices to Keeper post these or, if exactly the same other than for the dates, then one NTK and list separately the NTK numbers, dates of breaches and dates of issue.

Thanks! for your advice, here is the link where I have attached the exemption, initially I was noticed in March but still APCOA was canceling all the fines incurred. All three fines were in Aug, 8/8, 11/8 and 14/8, my first appeal was rejected and then I dint get a chance to re-appeal due to paternity I was busy.

To whom do I need to contact to re-appeal the PCNs?
I have read in their forums ignoring the DRP will impact your credit score?

You can't re-appeal. We still need to see the original notices, so far we've seen the permit and the appeal rejection.

For your credit score to be impacted by this 3 things would need to happen:
  • APCOA would need to take you to court
  • You would need to lose in court, and
  • You would need to not pay the judgement within the time allowed
DRP and other debt collectors like to use the threat of a hit to your credit file as a scare tactic, but even if you lose in court, paying on time should avoid any impact on this.

It's a pity you didn't seek advice before appealing because it's easy and quick to get APCOA Heathrow PCNs cancelled at the first attempt with a correctly worded appeal.  But don't despair, you can still beat this ticket without paying, no CCJ and no impact on your credit score.  We will tell you how to do that but you must show us the relevant materials, which so far you have withheld.  All correspondence please including only one of the PCNs if they are all identical.  Don't forget to redact all personal information, vehicle number and reference numbers. 

Also, stop calling them "fines".  They are not fines.  They are demands for payment by a private company with no authority to issue "fines" and no enforcement powers.  If you send you me a letter demanding money, you are not in a position to "fine" me for not giving in to your demand.

You are slowly drip-feeding the material we need in order to help you but we need to see all of it. I underlined the material we need in my previous post to make sure you wouldn't miss anything out.  Please help us to help you.  Stop withholding essential information and show us all correspondence please including one of the PCNs if they are all identical.  Don't forget to redact all personal information, vehicle number and reference numbers.

Incidentally, it is evident from the DRP letter that the alleged parking took place in the drop-off zone.  This might explain why APCOA thinks that the staff permit is irrelevant because (as I understand it) staff permits don't apply in the drop-off zones.  But APCOA has other problems with enforcement in relation to the drop-off zones so this could still be an easy win - nonetheless before giving definitive advice, we do need you to provide the information we keep asking you to provide.

Are you saying it has nothing printed on the back?  If not, why are you not showing us what's printed on the back? Also, I asked for all correspondence.  Where is the copy of your appeal?
