Author Topic: DCBL letter for private parking tickets - no permit - high street, watford  (Read 1184 times)

I have received a letter from DCBL for multiple parking tickets from DCBL to recover debt for private parking tickets received. Due to the fact that I do not remember parking in this location I have not responded to these. Also when i looked up the location, the parking area is not marked with any marking to clarify the space covered under the parking restriction (its an open space).

Not replying to the letters, the case has been passed on to DCBL trying to recover the debt. I have sent the following email to them to get some time on my hands;

Dear Sir/Madam,
I am writing in response to your letter dated 20th March 2025 regarding the parking charge related to ******** issued for my vehicle, registration number *****
I previously appealed this parking charge with the issuing company, OB Services, on the 18th of September and 22nd of December, but I have not received any response or acknowledgment from them regarding my appeal. Given that no response was received, I dispute the validity of this debt and the demand for payment.
I request the following:
 Proof of Debt; Please provide me with documentation showing that the initial company has transferred the debt to DCBL and that they have authorized DCBL to collect this debt on their behalf.
Proof of parking charge: Please provide evidence that I was correctly issued this parking charge, including a copy of the ticket, photographs of the alleged violation, and details of the parking terms and conditions that were in place at the time.
Details of appeal handling: Kindly confirm why my previous appeal to the initial company was not responded to, and provide details of any action the initial company has taken regarding my appeal.
Until I receive the requested documentation, I request that all collection efforts cease immediately, as I am not obligated to pay the alleged debt without proper proof. I also expect all further communication regarding this matter to be conducted in writing.
If you are unable to provide satisfactory evidence of this debt or a valid agreement for collection, I will have no choice but to consider reporting this matter to the Financial Ombudsman and/or Citizens Advice for further assistance.
Please respond to my request within 14 days. If you do not respond within this period, I will assume that no further action will be taken, and I will consider this matter closed.

I would like to know what to do in this situation. Should I pay them off because they're not willing to let me appeal this anymore.

Stop corresponding with the utterly powerless and useless DCBL. Never, ever, EVER communicate with a powerless debt collector. It's an utter waste of time as they cannot do a thing except to try and scare the low-hanging fruit on the gullible tree into paying out of ignorance and fear. You can safely ignore DCBL and any other debt recovery firm.

As mentioned above, your issue is only with the unregulated private parking company, OB Services or their legal representative, if they should try and issue a Letter of Claim (LoC). How was the Parking Charge Notice (PCN) issued? Was it as a windscreen Notice to Driver (NtD) or a postal Notice to Keeper (NtK)?

Show the PCN and leave ALL dates ad times visible.

Yes that's the email I sent to the debt collectors. I also rang them up but they wouldn't entertain any appeal. I have attached images of the original letter. It was a parking ticket left on the windscreen, after which I got this letter

I have ignored them in the past for an older parking ticket for a vehicle that I had sold. They then send a claimant letter and added a CCJ in my credit file. Even thought I had emailed them stating that the vehicle was sold prior to the ticket and I had evidence of this.

Show the original NtD that was affixed to the vehicle and also the rest of that NtK. For what I've see so far, there is no PoFA Keeper liability. Hopefully you haven't outed the driver in your correspondence.

Looks like a bunch of amateurs. They say the driver has an "obligation" to pay. Ha!

Unless you've blabbed the identity of the unknown driver (to the operator), who is the only liable party, they cannot take any action against you, the known Keeper.

As you are under no legal obligation to identify the unknown driver, they will have nowhere to go with this.

No debt collector can add a CCJ to your credit file.
A CCJ is a County Court Judgement and as the name implies, it's only the County Court that issue a CCJ.
Even when issued, you can apply to have it removed from your credit record provided that you pay it off in full within 30 days of the date of issue.

No mention of who the creditor is? The NtD is from OPC? The NtK is from OBS.

Please show us all pages of all the notices.

The second page of the letter doesn't have anything mentioned other than the completion of point 7 stating the debt will be recovered from debt collectors. It's OPC I have attached the back

Please just show us the back of the letter instead of attempting to summarise what it says.
