dcbl for Hilton Park North

I've received a letter from dcbl regarding a fine that was in 'MOTO Hilton Park North'.

First time hearing anything regarding this penalty charge and I have no idea where this is either.

I've looked online to see if I can view the PCN but i'm not sure what the PCN number is nor do I know what website to go on exactly.

Picture has uplaoded on different angle but there isn't much to see on the dcbl letter. I'll upload below.

Can anyone recommend steps to take?

Which parking company are DCBL representing?

For this to be the first you have heard of the matter, a number of letters must have gone missing in the post. Whilst this is not unheard of, it's relatively rare, so one of your first steps should be to identify why:
  • Are you the registered keeper of the vehicle? That is, do you hold the vehicle's V5C document in your name?
  • If Yes, get the V5C document out, and check that your address is correct
  • If No, who is the registered keeper?
Another immediate step is to get hold of a copy of the original PCN and any other documents that may have got lost somehow - to do this, send a Subject Access Request to the Data Protection Officer of the parking company (not DCBL). You can usually find the details for the Data Protection Officer on the parking company's website, often under the Privacy Policy page.

The parking company I am guessing is the client which says CP Plus Ltd. I have attempted to find this but I can't find any parking companies with the CP name. Shall I call dcbl and confirm which parking company it is?

I had an issue with no flat number within the logbook so it may of been that but also there has been reports of missing posts for years on years in my building.

I was the registered keeper and I no longer own this vehicle anymore.

CP Plus are part of Group Nexus: https://groupnexus.co.uk/cp-plus-landing.

Do not correspond with DCBL and definitely not by phone (are they the sort of company you'd like to have access to your phone number?).

I've also received another one today which is from Debt Recovery Plus. This creditor is from UK Parking patrol office. I can't seem to find whom to send this SAR too, any ideas?

That's the email address for the Tyne & Wear Transport provider Nexus, where did you find that?! Presumably not on the website I provided you a link to. You need dpo@groupnexus.co.uk.

If you find the Privacy Policy page on their website that usually has contact details for the Data Protection Officer. Once you get a response to that SAR you should start a new thread on here for that charge - one case, one thread. It gets confusing otherwise.

There's not an awful lot of advice that can be offered until you get the information back from the SAR(s). In the meantime if you're near to the car parks in question it may be wise to acquire photos of the signage and the layout of the car parks.

I'd have to wait on the exact location of this.. as far as I am aware from a google search - it looks like this is a motorway service point which is near to Manchester which is no where near me..

They've replied and I've filled in the form they requested, i'll be back once they've sent details

There shouldn't be a form required in order to gain a response to a SAR, so I'm not sure what you've filled in.

Hopefully no unnecessary details such as phone number etc.

I haven't sent off anything yet as they're requiring proof of ownership at the time which I need to obtain from DVLA on Monday.

It isn't a form sorry, it's proof of my identity which is utility bill and ownership proof.

It always annoys me somewhat that some companies insist on proof that you are (or were) the Registered Keeper - they already have that info, the DVLA provided it to them in order to issue the Parking Charge in the first place! Verification of your identity should be enough (although pragmatically, if they want proof that you were the registered keeper, providing it might be the quickest way to get the info you need).

I don't mind giving them a earful as that clearly is right. They obviously know I was the owner at the time.

The issue at this stage is getting a copy of the documents that have gone missing - giving them 'an earful' is unlikely to help with that.

If you're able to provide proof you were the registered keeper at the time then do so. Otherwise send 2 documents to prove your identity (don't send any photo ID!).

As a minor point, the V5C proves you are/were the Registered Keeper, it doesn't prove ownership (and actually says 'This is not proof of ownership' on the front). There isn't a register of owners in the way there is with keepers.
