DCBL DEBT RECOVERY

Newbie want some advice.

I updated my DL details in December 2025 and i have since then been receiving DCBL recovery charges from parking at my patners address. I have been parking at the same place for over a year mostly at the weekend when i visit and neither I or him were aware of permit requirements until i got the letters. I did pay for two of the initial ones just because i didnt want trouble but now there's 3 more that have arrived in the post all £170. I dont know how many more there are going to send given how long i have been parking at the address and how to proceed with this.

Advice much appreciated.

On a technicality (apart from the date), updating your driving licence will have been irrelevant, it’s the V5C document which connects your car to your address. Or the V5C is still incorrect, but DCBL has traced you by other means.

In general, ignore and do not contact DCBL in any way, but the PCNs you received will be relevant, please post here.

The rules covering your partner’s address may also be important, is it rented and what does the lease say about parking if so? This is important because the lease will trump any secondary arrangements.

In addition to what your partner's lease says about parking, it will also be important to know where the vehicle was parked. Was it in a specific space allocated/demised to your partner as part of his lease, or somewhere else?

Sorry yes December 2024.

I am yet to update the V5C. I havent received any PCN as i think they may have been going to the previous address on the DL. Should i email UKPC to find out how many and where those PCN were posted to? Or try access the mail from my old address which is miles away from my current address? All abit messy i know!

My patner doesnt drive so he has no allocated parking at the premise. I only found out about the permit after asking his landlord about the parking rules when i started getting the debt recovery charges.

So my question really is
How do i find out how many more tickets i have and how do i somehow settle this?

Your driving licence and its address details have no relevance at all here.

Your V5C document is the one used to find your address. I strongly suggest you update it as a matter of priority. Otherwise you may miss mail which results in a default judgement against you.

The letters from DCBL should indicate for whom they are operating.
If not, you should be able to find out who “enforces” the parking at your partner’s site.
You can send them a Subject Access Request to obtain the information they hold on you, including the parking charge notices.
You can also serve them with a formal notification of your current address, which they must use in future correspondence.

Just not DCBL in any way, ignore them at all times.

Once you receive the notices you can post here and we can advise - there is a good chance that you don’t owe them anything but without the information we can’t guess.

Please stop going on about your “DL”, by which I think you mean your driving licence. It contains no details about your car.

I have updated my V5C and sent a subject access request and data rectification notice to DPO at UK parking control services.

I have since received the following email:

Thank you for your email.

I am in receipt of your request under Article 15 of the General Data Protection Regulations 2018 (GDPR) and the Data Protection Act 2018 for the personal data which we hold in relation to the above Parking Charge. However, before we can process your request, we must comply with our Data Protection Policy and guidelines from the DVLA ensuring that only the driver or registered keeper are sent information in relation to the Parking Charge.
 
Unfortunately, we are unable to process your enquiry due to you not providing one of the following:
 
Parking Charge Reference
Vehicle Registration
 
After consultation with the Information Commissioners Office (ICO) we can request further documentary evidence to confirm the identity of the requester of the information we hold. Therefore, we ask if you would confirm if you were the driver/registered keeper of the vehicle at the date of the Parking Charge and submit ID evidence (Driving licence/passport) which confirms your details and signature.
 
Emails sent as requests for data release can only be actioned if a signed letter and ID as above are attached to the email.
 
If you are able to provide all of the above, we will be able to look into your enquiry and advise you accordingly.

Shall I just proceed with sending my driving license details as requested.

So, did you not give them any reference to which they can make sure you are the person who is eligible for the info? Just give them a copy of the NtK you received!

I didn’t receive any NtK.just started getting debt recovery letters and now have 5 of them already. Can I send one of them?

I now have a high enforcement officer at my house today while I was away who dropped off a letter saying to contact them to discuss reason for attendance and avoid further escalation and that they would return to collect my car Monday..
I just never received any letters and now I take it’s too late to do anything?

Can you please show us this letter?

If enforcement agents have turned up to potentially seize goods this is a far more serious than a potential court case and means a CCJ has seemingly been secured against you, and presumably for more than a single charge if enforcement is involved.

I have attached the letter.. I have called the officer and was adamant debt needed paid. I just never received any parking notices pertaining to this parking offence. As I have parked in the same area a few times unaware it was permitted only I now have other debt recovery charges from UKPC that have also just arrived since I moved address and updated my address details. Please advice if I can appeal all charges..

This is looking like it might be outside the scope of expertise of this forum, and you may be wise to seek professional legal advice. Where enforcement is involved, over on the council section of this forum Bailiff Advice Online is often mentioned - they have a free helpline. I have no experience of their service first hand, so this isn't an endorsement of them.

I now have other debt recovery charges from UKPC that have also just arrived since I moved address and updated my address details. Please advice if I can appeal all charges..
