CPP Parking PCN - Overstay - Hospital of St. Cross, Rugby

Upon entering the car park, the driver found a space, parked up, and went for their appointment at the hospital. The appointment ran over, and when they left the car park they had exceeded the maximum parking period of 30 minutes. Sometime last week, I, the registered keeper, received a PCN through the post.

Is there a reason the driver didn't/couldn't pay the 'up to 3 hours' tariff before they left?

CPP is part of ParkingEye. Have you complained to PALS? If not, why not?

Why did the driver not anticipate possible delays, knowing the state of the NHS at the moment?

Did the driver not attempt to pay the required tariff once they knew they had exceeded the 30 minutes free parking? The sign does not state whether the tariff is payable on entry or on exit. As they use ANPR, all they would need to see is evidence of the appropriate tariff having been paid.

The sign does not state whether the tariff is payable on entry or on exit.
"How to pay: At the payment machine at any time before exiting the car park"

The driver was sleep deprived due to being on a night shift and hence was very tired and sluggish. The driver's appointment was delayed, but at the time, it still seemed like it was under 30 minutes to the driver - a mistake.

I have not complained to PALS as I did not know I could. Should I send an email or phone them? And what would I say?

You correspond, preferably by email with PALS. A telephone call is not worth the paper it is not written on.

You explain that the PCN has been issued unfairly and, as a patient, you, the Keeper, would like them to get the PCN cancelled because of a delay out of control of the Keeper thanks to a delay in the appointment time.

At the same time I would suggest you email the CEO of the NHS Trust that runs the hospital and complain about the unfair PCN which has been issued due to a delay caused by the hospital department the Keeper had an appointment with.

Any pushback from them, remind them about the fact that NHS organisations are responsible for the actions of private contractors who run car parks on their behalf and a simple fob off to deal with it directly with the operator is unacceptable and refer them to this document:

What I always recommend with PALS is to be polite but persistent. Remember they are human beings, and are likely to be more amenable to helping you if you're pleasant, but do be persistent to reduce the chances of being fobbed off.

Took me less than a minute to find this for starters:

And all email addresses end with "@uhcw.nhs.uk". So, you could try variations on the name or the position such as ceo@uhcw.nhs.uk or andy.hardy@uhcw.nhs.uk for example.

If you are still struggling, you can phone 02476 964000 and ask them for a contact email address for Prof Andy Hardy, the CEO of the University Hospitals Coventry and Warwickshire NHS Trust.
