NPC Pcn to keeper parking on private land

Hello to all

Newly introduced parking restrictions on private land shown in letter. I noticed restrictions and signage was put up about 2 weeks ago.

10 seconds apart photos showing car seemingly parked when actually driver was driving out with traffic ahead as seen in top photo. Also a large van that is not captured in photo was driving in, hence driver and vehicle in front of driver pulled up to one side to let it pass through safely. Vehicle in question was there no more than 30 seconds in total after driving in to do a 3 point turn and drive back out when these pics were taken.

I’m the keeper of vehicle please can you advise if this PCN is even valid based on the time evaluated by NPC?

Why do they think you were parked there for over an hour?

Did you drive through there is some way on two separate occasions or what? Your story is confusing. I’m not saying you’re wrong, I’m just trying to reconcile their view with what you’re saying.

Apologies for the confusion jfollows. The photo you see shows driver is exiting towards main road. The driver seconds earlier entered into this road from the main road and done a 3 point turn to exit. Same day not 2 occasions, photo has date and time stamp. Drivers only confusion is regarding the observation time to the seconds that is all fabricated.

A casual outfit wearing pedestrian was noticed taking pictures from behind. Nothing was thought of it. No hi vis clothing or badge, just trousers and jacket.

Dwmb2 there is only one additional photo in portal of zoomed signage except all 3 photos are much clearer to view. I’ve screenshot for viewing if needed in the below links. Whoever took those pics wasn’t in uniform, well I was told they didn’t look like a warden at all.
