• As a matter of interest …
  
  There is a dropped kerb nearby that once served the drive of a large house.  Said house has now been demolished and redeveloped, access is now in a different place.  The old dropped kerb still exists but leads nowhere (well, to a brick wall).  Is it still illegal to park across it?

• A dropped footway is only enforceable for vehicular access, pedestrian crossing or cycle track.
  
  If none of these apply then a historic lowered footway cannot be enforced but we do see CEOs still ticketing them and it's tiresome to challenge.

• Ta muchly.  Friend has got antsy about parking there, even though enforcing would be ridiculous. It will be good to reassure him.

• just make sure there isn't one on the opposite side of road so council can't argue it's a pedestrian one.
