hello,

can this be contested?  submitting this on behalf of a friend.

the driver believed they were not in a car parking area as they were stopped for a short period by the entrance.

can this be contested?  15 min grace period?


notice sent to leasing company first, then the keeper informed them and a notice to hirer has been sent in the keepers name NOT notice to keeper. notice to hirer delivered today.

If the Notice to Hirer was not accompanied by
Quote
(a)a statement signed by or on behalf of the vehicle-hire firm to the effect that at the material time the vehicle was hired to a named person under a hire agreement;

(b)a copy of the hire agreement; and

(c)a copy of a statement of liability signed by the hirer under that hire agreement.
as well as a copy of the original Notice to Keeper then, if the driver is not identified, the hirer can not be liable.

Please can someone help me. Parked in a local car park managed by Total Car Parks that serves a local shop. No charges in car park if you dont overstay. However the wheels of my vehcle were in the next bay and I have been served with a £100 fine for not being parked in a single bay !!!
I stress there is NO charge ordinarily for using car park
