The PCN is for footway parking and nothing to do with the yellow lines. POPLA is also irrelevant.
What's this about the location?
I can't see any established footway parking in Carlyon Road.
so I got the yellow envelope PCN from brent council, basically just a quick stop at yellow double line (no more than few mins to unload something quickly at the house, which is where my parents live). So it is basically new double lines they have added in front of their driveway (which wasn;t there at all, so I was not paying attention.
I have received notice to keeper, this happened in february so I made challenge and the council reset the discount pay time (which I think means there is a good chance maybe I can appeal this successfully but not sure how exactly? any advise will be very appreciated

(Dear sir/madam, I would like to challenge the PCN BT24279827. I am the registered keeper but not the driver at the time. The driver has advised that it was stopped for just briefly to unload something quickly to the property beside the yellow line. We have been visiting family member in the address for more nearly 10 years and the yellow line was never there. There was no sign or notice to road users so it was very confusing. The yellow double line was only in place very recently and also the PCN has not stated exact location. The driver is no longer in the country unfortunately. But we have knowledged the new change in the neighborhood now and therefore will be very alerted next time. We will appreciate if you can kindly cancel the PCN or advise how this should be taken to further action. Many thanks again. best,
. The PCN had not been addressed to the driver on scene, which was not myself on the day. It didn't has the accurate location which made it invalid. The note stated that the civil enforcement officer B1366 observed and believed that a penalty charge is payable. I will appreciate if you can kindly cancel the PCN. If not please kindly advise the POPLA appeal / complain procesure. many thanks again for your kind assistance.
Who was driving is irrelevant. All legal responsibility for PCNs lies with the owner as recorded on the V5C Registration Certificate for the vehicle
'hi So sorry for confusing, so for Brent council I have PCN BT24279827 notice code62, this is most recent one on FEB 2025 and just been refused for first appeal...
and for Bailiff / warrant it is for this one.

If yes, then pl post here and leave in your VRM.
*- your slight change of name is not the issue provided your DVLA registered keeper address is correct. A NTO would be delivered there and if you think you are the person to whom it's addressed then you may open it and action it. But come here first.
Anyway, for the bailiffs, the only avenue open to you to get the matter reverted to the PCN stage is to submit an Out-of-Time Statutory Declaration, using Forms PE2 and PE3, which can be downloaded from the Traffic Enforcement Centre website. Advice is to pay the bailiffs to freeze liability, as acceptance of an OOT SD means bailiff fees become refundable, (but not the PCN penalty).
