Private parking tickets / [Parking Charge] Overstay of 13 minutes, should I appeal to Independent Appeals Service (IAS) ?

Overstayed of 13 minutes in total, took 4 minutes to pay after entering the parking and exited 9 minutes late.
My understanding is that I have 10 minutes as grace period, but also a "consideration" period, as explained in the International Parking Community code of conduct (https://portal.theipc.info/uploads/SGw1VHlWQWJOU2grd0d2eUdmVll5UT09/Code%20of%20Practice%20V7%20November%202019-V1-V2.pdf)
My appeal is got rejected and they are insisting on accumulating the before and after as the 10 minutes grace period. Should I bother appealing to the Independent Appeals Service (IAS) , or just pay the 60£, I'm worried if ISA reject it and I will have to pay the full amount 100£.
My appeal would be the first 4 minutes for reading the terms and conditions as the consideration period and the before exist 9 minutes part of the grace period. Per the code, they should not accumulate both.
