Private parking tickets / ANPR - Fined for 14 mins over duration on a beach car park

I'm a bit annoyed that I have a fine for being 14 mins over a 4 hour duration. Don't get me wrong, being over is being over. However I believe the fine is unfair as their was a massive queue to initially pay.
In the end I gave up at the machine and walked up the road where I could get phone service to pay on the app. I then got stuck in a queue getting out of the car park (as lots of people were leaving the beach).
I initially appealed, which has been ignored. I was wondering if there is anything else I can do to appeal and would I have a chance of getting the fine overturned??
