Hi all,

I'm looking for some advice regarding two Hammersmith & Fulham PCNs that I received from what I believe was a single incident.

Both PCNs are for contravention code 52M – failing to comply with a prohibition on certain types of vehicle (motor vehicles).

PCN 1: HZ99106663
Date: 20/05/2026
Time: 20:35
Location: Bryony Road westbound near junction with Bloemfontein Road

PCN 2: HZ99108716
Date: 20/05/2026
Time: 20:36
Location: Bryony Road eastbound near junction with Bloemfontein Road

My recollection is that I entered the restricted area, realised almost immediately that motor vehicles were prohibited, and turned around to leave. The two PCNs are only one minute apart, with one recorded westbound and the other eastbound at the same location.

To me, this appears to have been one continuous manoeuvre where I entered the restriction in error and then immediately turned around and exited once I realised the restriction was in place.

Before I submit representations, I'd appreciate any views on:

* Whether the "single continuous incident" argument has merit in these circumstances.
* Whether there is any relevant tribunal or council precedent for two PCNs issued a minute apart while entering and then leaving the same restriction.
* Any other grounds that may be worth exploring.

I have copies of both PCNs and can upload all pages if needed.
