I received the letter via email on 13 July, I do not know how to add an image there is no heading just whatI put in previously - Penalthy charge notice - above that is Harrow council logo and a slogan putting residents first

This is the response I received, any advice on what to do next ?

Thank you for writing to us. 13 Jul 2026 We have carefully considered what you say but we have decided not to cancel your Penalty Charge Notice (PCN). You were issued a PCN because part of your vehicle was outside the white lines of the parking bay. You are not allowed to park like this even if you have paid to park, are displaying an item correctly (for example a permit, Pay & Display ticket or disabled badge) or other cars have not left you enough room. Although one incorrectly parked car can make the next space too small for anyone else to use, we enforce the rule across both spaces. We do this to stop a knock-on effect of further cars parking incorrectly, reducing the available parking space even more. A payment to park is not valid if the vehicle is not parked correctly. Not parking correctly within a marked bay can cause inconvenience to pedestrians and other motorists. Parking bays are clearly marked with solid white lines. It remains the responsibility of the driver to ensure that they are parked wholly within a bay before leaving the vehicle unattended.

You have these choices: • You can pay the discount charge of £55.00 if your payment reaches us within 14 days of the date of this letter.
• You can pay £110.00 within 28 days of the date your PCN was issued.
• You can formally challenge your PCN by using a Notice to Owner form. The vehicle's owner will automatically receive the form if the PCN has not been paid within 28 days of being issued. The form offers you the chance to formally challenge your PCN or pay the full £110.00. If you decide to formally challenge your PCN, please do not write to us again but wait until the Notice to Owner form arrives.

Dear Sir/Madam,

I challenge PCN [number].

The alleged contravention did not occur.

The vehicle was parked within a row of parking spaces marked only by short dividing lines rather than clearly defined bays. The markings do not clearly delineate the extent of each individual space.

There was also no signage at the location advising motorists that vehicles must be parked wholly within individual marked spaces.

I am new to the area and had used the PayByPhone app to pay for parking. I parked with consideration for other motorists and sought to leave sufficient space for other vehicles to park.

The council's photographs do not clearly establish that the vehicle was parked outside the limits of the parking place.

In the circumstances, I request that the PCN be cancelled.   - This is what I have from help of chat GPT - is this a good idea?

I looked and there is nothing there is a sign that says the follwoing P 8.30 am - 8.30pm, Payby phone 0208 039 1101 quoting location 811661 Max stay 3 hours No return within 4 hours- I took a pic of this

Thank you for uploading, I would not have been able to do it, yes this is me, but it is still within the parking bay or space, do I have grounds to appeal?

London borough Harrow, Contravention 24, not parked correctly within the markings of the bay or space.

Rayners lane (stn-suffk Rd) Outside 377.

I parked in the parking bay but didn't park perfectly as I was thinking someone else can park behind me as there is always limited space on Rayners lane. I used the pay by phone app to use the 1 hour free parking ane went off to do some grocery shopping and on return I saw the PCN. I received on Friday 22nd May and if I pay in 14 days so I assume by or on Friday 5th June i can pay £55. I am wanting to appeal as I was parked in the parking space or bay but just not perfectly. I was hoping I can be given some gudance one grounds for appeal my car reg is WJ72KHF and the space behind my car is still a parking bay. Any help or guidance would be much appreciated please

I parked in the parking bay but didn't park perfectly as I was thinking someone else can park behind me as there is always limited space on Rayners lane.
