IMO, you have two separate issues here:
1. Their evidence that they considered and rejected your formal representations and your claim that you did not receive this response. This is procedural and financial;

2. The substantive matter of your PCN and whether an adjudicator would allow any appeal, which also has financial implications.

As regards 1, we will guide you in order to reduce the current charge of £240 down to at least £120 and possibly £60.

As regards 2, we would advise how to take the matter to adjudication and give views on your prospects.

For now there is nothing for you to do. You do not step outside procedure with correspondence to all and sundry, you stay within procedure, keep an eye on your post and the council's website once the CC's 14 days have expired and keep us up to speed.

The biggest issue is that I even said to them that I was happy to pay the original £80 fine

So they got your reps but you didn't get the notice of rejection. Not a loading bay but poorly marked no loading on double yellows near to your car.







Yes that's correct, apart from two letters saying the charge has/had increased.

So one windscreen served PCN.

You seem to have got a notice to owner to which you made representations but got no rejection and now you have a charge certificate?

If that is the case then you can file a witness statement at debt recovery stage.

What are the PCN number and car VRM.

I think you need to tell us what the PCNs were for or better still show them.
Served on your vehicle or by post, etc.

It was one PCN for being parked in a no loading bay (I had no choice as I am a disabled driver and needed to pick up emergency medication). It was a physical ticket on my car. I appealed this, didn't hear back, it increased to £160. I then appealed this decision, and got another letter in the post today stating it had been increased to £240 as "no representations have been made". I have proof that I made these reps and am 100% certain no correspondence from the council has been received

Got a letter in the post saying that the amount has gone up as no representations have been made when in fact they have been. I have not received anything to say that my representations were unsuccessful

Would anyone know whether it is worth contacting the local MP in regards to a PN? I have tried locating a number for Brent PCN appeals but apparently they only entertain written correspondence...

Long story short, 3 PCN appeals have been ignored as I have not heard anything back, yet the PCN has now increased from £80 to £240
