They replied strangely fast - it was meant to be up to 21 days.
They're hiding behind the NtO and "following the legal process" or making a payment/entering a payment plan once the PCNs are at non discounted rate.

I hate the fact they are just treating this as money grabbing exercise

I have now gotten a replacement permit (displayed prominently)
I would be happy with your solution, but looking at the informal challenge reply they gave me I'd need to wait until the NtO is issued. I'd then be on the hook for full amount if they don't agree to cancel the rest of the PCNs.

Hi FTLA,

I have an annoying case.
I have a valid permit but it slid down between the dashboard and windshield. Can't get it out. It's been like that for at least 6 months

I received a ticked on 08/05.

I thought nothing of it as I saw a new traffic enforcer being trained the other day.
I actually heard the trainer say "don't bother with this car it has a virtual permit" pointing at my car
I appealed it

Another ticket on 09/05

Again, went and appealed it.
This time left a note explaining what happened.

No ticket on 10/05

Another one on 11/05 even showing my note in one of the pictures.

Appealed it again. Added a permit number on the bottom of my note from an email confirmation.

No PCN on 12/05

I got another on 13/05

Appealed it once again.
Received a rejection emails on all 4 PCNs within 3 hours.

I spoke to permit department to get a replacement. I mentioned a virtual permit, but apparently no such thing exist for residential areas unless they made a mistake when issuing a permit.

I then spoke to a traffic enforcer last Saturday and she said they always check plates as there could be a virtual permit.

I'm rather annoyed as this is £140 I could use differently!
