Civil penalty charge notices (Councils, TFL and so on) / 52JM PCN -

I received this PCN after I had a small minor accident and the other driver physically attacked me and I was shaking and scared. I was not in the right frame of mind and when I entered through this road I only realised after I went past the barriers. The police also attended and they gave me a reference number which I have available. Can I appeal this PCN on the grounds that I was afraid and I was shaken after this altercation.

Any help and advice would be greatly appreciated. I have attached a PCN for your reference.

Thanks to all those who have contributed. greatly appreciated. 
I understand your point about the "bribe" deadline. I am quite new to all this and taking these companies on, and my assumptions was if I can appeal before their "bribe" deadline, then I have nothing to lose. The way I am looking at it, is let's send the appeal/complaint to NPC and PALS at the same time, and hopefully one of them will get it cancelled. If not, then we can pursue further.

In any case, I have now sent a letter to PALS, attaching proof of my medical condition etc. Let's see what they say.

@b789: should I post the appeal to NPC now or wait till the 6th of Feb as you suggested.
I say this because the PCN was posted on the 16 of Jan, that would make today the 14th Day, ie the discount deadline.

Thanks for the reply.
I have gone to the appeal page and managed to find the following images as suggested by @b789.
I will also draft a letter to the health centre. Shall I also email the same letter to PALS?

And if they don't cancel it, then I will use the draft posted by @b789 and appeal directly to NPC.

Thank you for your prompt reply @b789.
I have attached the back of the NtK.
There was nothing attached on my windscreen, just what I have attached here which came by post.

The issue is, I was not making use of the centre as they were closed. So I suspect they might not want to have anything to do with it.
I parked, no more than 15-20 mins until I went to look for a toilet and came back.

I will go there during the day and take some pictures.

If I complain to PALS, using medical reports of my conditions, how shall I word it? "The driver..." etc? but then it will be obvious as my name appears on the medical reports as well as the NtK?

I briefly parked at a health centre around 6:30pm.
The centre was closed but I needed to use the toilet in a nearby community centre which was open at the time.
I have health reasons and I need to use the toilet regularly.
I have a Blue badge as well.
As far as I remember, I had my badge displayed, but their photo is not showing the front of my car, so I can't be sure if I did or not.
I asked the centre if they allow blue badge holders to park there and they said yes.
but I haven't gone around to check their signs.
is there anything I can do? any template letters I can use to appeal?
your help is much appreciated.

If the road can 'ONLY' be entranced from the one you used, how do the residents get in?

residents have to register their cars so they are exempt:

Thanks very much for your replies.
I do have medical reports from my GP. So I think i will give it a go and see.
Are there any templates I should be using to perhaps let the council know I have sought advice from experts on this forum?

Hello everyone,

I got a PCN from  ealing council - School zone. It is a newly designated one which I was not aware of.

I wanted to turn left into my sister's street not realising it is now part of the zone.

I am disabled and have a blue badge. I have problems with my bowel which means I need use the bathroom frequently, specially when I take some medications which makes me use the loo every hour. I was in the area near my sister's house and I was rushing to get to her house to use the toilet. Her road is at the end of a cul-de-sac which can only be accessed from the entrance I used. Would I stand a chance with making a representation for Special Consideration?

The signs had recently been put up so it is not shown on google streetview (see screenshot instead).
I turned left into Gloucester Road (my sisters house - see orange arrow).

I have also attached the PCN from Ealing.
I have a blue badge and I have medical reports from my GP regarding my medical problems, medications and bowel issues.

Any help/guidance is greatly appreciated.
