Do you think there is any plausable arguement to Council as I missed PCN due to being away?

I feel £5 charge to £105 is just not affordable.

Found PCN when I returned from abroad.

Would Council consider reducing or cancelling as its my first time?

hello fighters,
Please could you help me with this Charge notice and way I can reduce or get it cancalled?

£5 congestion charge due I missed to pay and now its £105.

Any help is much appreciated.
