What was the text of your appeal? You keep saying “I” so did you identify the driver?

The text of the appeal was along the lines that the markings on the ground are missing due to the gravel being worn away and they are not clearly defined bays.

And I am the driver

Thanks for those instructions.
I'll rewrite the initial post laid out clearer

I assume you're reffering to the message in the PCN I receieved. (Apologies, not had to deal with this before)

It states 'The vehicle was parked in a manner where by the driver is liable for a parking charge in accordance with the signage as displayed in the car park'

I'm unsure how to attach images onto a message, but here is the text shown in the sign at the car park:

SiP
Simple Intelligent Parking

PRIVATE LAND

ENFORCEMENT IN OPERATION 24 HOURS
This site is enforced by SIP Parking Limited

Parking is permitted for:

• Vehicles fully displaying a valid pay and display ticket with the full and accurate vehicle registration
in the front windscreen, dates, times and vehicle registration must be clearly visible, or
• Vehicles with an electronic parking session purchased online in advance of the vehicle being left
unattended, remaining valid for the duration of the vehicle's stay, or
• Vehicles fully displaying a valid SIP parking permit in the windscreen or a valid SIP parking permit
registered electronically, applicable to individual bays where relevant.

Do not park on double and/or single yellow lines, hatched areas, pavements, grass, roadways or
roundabouts or in a manner which prevents other vehicles from departing from their parked position.

In addition to the requirements above, where the car park or road has marked parking bays
then you must also park fully within the confines of a single marked bay.

Blue badge holders are not exempt from the terms stated above, as the blue badge
scheme is not applicable on this car park/road.

Tariff signage can be located at the vehicle entrance/exit to the car park/road.

By parking or remaining at this site otherwise than in accordance with the above, you, the driver, are
agreeing to the following contractual terms:

You agree to pay a ‘parking charge’ in the sum of £100, to be paid within 28 days of issue. This is
reduced to £60 if paid within 14 days. Additional reductions may apply.

You will be liable for additional parking charges for each and any subsequent 24-hour period (or part
thereof) that the vehicle remains or if it returns at any time.

Where the charge is issued by ANPR the vehicle’s keeper details may be obtained from the DVLA. Where
a charge is issued to the windscreen, the vehicle’s keeper details may be obtained from the DVLA if the
charge remains unpaid after 28 days. If the charge becomes overdue an additional £60 may
be added to the value of the parking charge for which you, the driver, will be liable. You, the driver, will
also be liable for legal costs incurred if legal proceedings are required.

Automatic Number Plate Recognition (ANPR) may be in use in this car park. Images may be captured and
retained for the purposes of recovering payment for parking charges where due.

Retrospective evidence of authority to park will not be accepted.

I parked my car in an SIP car park and received a PCN as it was 'Not in marked bay'.
There are no markings on the ground as the gravel has worn away, so I wasn't aware that there were defined bays.
It turns out that the bays are marked on the fence with white paint and on a graffitied wall too.

I appealed the PCN directly on the SIP car parks website and it got rejected meaning the charge has gone from £35 to £60.
Is it worth appealing through the Independent Appeals Service (IAS)? Or is this a waste of time. If it gets rejected, the charge will then be £100.
Appealing through IAS is the option given to me in the initial rejection email.

Please see an image of the car park (after I moved it into the bay) and the ground to show the lack of visible markings.
