I was hoping someone may be able to give some guidance or support me with appealing a PCN that I have received.
Last night I was unable to park in the bay outside of a block of flats and remembered seeing 2 cars parked on a large piece of pavement nearby, so I foolishly believed this was okay/typical and did the same myself, this morning I woke up to move my car to a more suitable location but unfortunately I had already received a PCN on my windshield behind my window wiper blade.
I genuinely did not see any parking restriction signs stating that I could not park there, the sign photographed in evidence by the PCN warden is not next to my car (highlighted in the red circle with arrow):

After googling I have read that the double yellow lines that I drove over could be considered as signage of no parking but I was also uneducated in the fact that I believed parking on the pavement and not over the lines/in the road circumvented the double yellow lines (My foolish mistake and lack of knowledge), but I also believe this PCN does not relate to the double yellow lines which would be a code 01 and that it solely relates to code 62 offence.
I am in financial hardship at the moment which is why I would like to appeal this decision and I have read that it is best to ask here before copying/pasting my AI generated defence.

I am unsure whether to mention the fact that I am autistic and have just read on google:
"Individuals with autism or ADHD may appeal a Parking Charge Notice (PCN) by citing neurodivergence under the Equality Act 2010, arguing for reasonable adjustments regarding cognitive overload, time blindness, or signage misunderstandings."
I have documentation regarding my difficulties in unfamiliar locations. I live in Northampton so this is definitely somewhere that I am unfamiliar with, but I am unsure if that would be taken into consideration.

Dear Sir/Madam,
I am writing to formally challenge the above-referenced Penalty Charge Notice. I believe the PCN was issued incorrectly and should be cancelled based on the following grounds:
1. The Contravention Did Not Occur / Insufficient Signage
The alleged contravention states I was parked on the footway (Code 62). However, at the time of parking, there were no clear signs in the immediate vicinity to indicate that this specific area was restricted. For a restriction to be enforceable, signage must be visible, clear, and unambiguous.
The area in question does not resemble a conventional footpath, and there is no clear indication that parking is prohibited, which misleads motorists regarding the legality of parking in that location as I have witnessed other residents parking in the same manner.
2. Mitigating Circumstances / Equality Act 2010
I am autistic. Due to my disability, I process visual information differently and require clear, unambiguous, and prominently displayed instructions to understand parking restrictions.
Because the signage was inadequate, I was unable to identify the restriction in place.
Under the Equality Act 2010, the local authority has a duty to make reasonable adjustments to ensure that information is accessible to neurodivergent individuals. The lack of clear, standard signage directly impeded my ability to comply with the rules.
3. The parking did not cause an obstruction to pedestrians, wheelchair users and/or prams.
Please find enclosed a letter from a consultant evidence of my diagnosis confirming my condition.
Given the lack of clear signage and the difficulty this caused due to my autism, I request that you kindly exercise discretion and cancel this PCN.
If this representation is rejected, I request that you provide:
• All CEO notes and photographs.
• The Traffic Regulation Order (TRO) for this location.
I look forward to hearing from you within 28 days.
