The parking at our local ASDA supermarket is free after 18:00 Monday to Saturday.  The driver, who has English as a second language entered the carpark at 17:55:44, parked in a bay, went to the nearest ticket machine where there was a queue of 2 other people, read the terms and conditions while in the queue and when the person in front was trying to pay the time changed to 18:00. The driver thought they no longer needed to pay so entered the store and left the car park at 18:40:21.

The terms and conditions say that parking is free so does this come under the 5 minutes grace and should we appeal?

I do not have the photograph of the signage but will try to get there in daylight.
