There is a admin fee which gets added by lease company.

Someone I know borrowed my car and received this ticket at Northwick Park Hospital car park, The person paid the parking charges but the car was not parked in a bay. I was not the driver of the car, someone else was driving and now they are refusing to pay for it.

The car is leased.

Appealed using this:
I appeal as the Hirer. I am not obliged to identify the driver and decline to do so. You cannot transfer the driver’s liability (if any) to me as you have not served me with a notice to hirer that complies with Schedule 4 to the Protection of Freedoms Act 2012 (PoFA) and it is now too late to do so. In particular (without limitation) your notice does not contain the warning required by PoFA paragraph 9(2)(f).

I require you to cancel the parking charge and remove my personal information from your database

I would appreciate some advice regarding a Red Route PCN issued by Harrow Council.

Details are as follows:

• Alleged contravention date: 26/01/2026
• PCN issue date: 25/03/2026
• PCN received: 26/03/2026
• The PCN was served by post (no ticket was placed on the vehicle).

This means the notice was issued around 58 days after the alleged contravention. From what I understand, postal PCNs for Red Route contraventions should normally be served within 28 days unless there has been a delay in obtaining keeper details from the DVLA.

For context:
• The vehicle is leased and the lease started in 2024
• I am not the registered keeper — the leasing company is
• My address and details have remained the same since the start of the lease
• I am not certain who was driving the vehicle on the date of the alleged contravention.
• Since then, I have been dropped off on the same Red Route location multiple times (approximately 25–30 occasions), which makes it feel unusual that a PCN has only now been issued.

I would be grateful for views on whether late service could be a strong ground of appeal in this case, and whether anyone has had similar experiences with TfL.
