Civil penalty charge notices (Councils, TFL and so on) / Re: PCN Sheffield - Contravention 26

I put these points to the council and they responded with:
'Thank you for writing to us.
We have carefully considered your points but we have decided not to cancel your Penalty
Charge Notice (PCN).
Whilst I have noted your comments in connection with the 50cm carriageway rule, your
vehicle was parked 50cm from either side of each of the carriageways (parked in the middle
of the road).
You were issued with a PCN for parking more than 50cm from the kerb. In bays with white
lines around them, vehicles have to park within the lines. In areas without these lines, the
50cm rule helps keep parked cars close to the kerb so that they do not block traffic or make
it hard for other cars to get into or out of parking spaces. The Highway Code says you must
park as close as you can to the side, must not leave your vehicle where it causes any
unnecessary obstruction of the road and not to park anywhere you would prevent access for
Emergency Services.
The Photo below shows why your PCN was issued'

I still disagree with them but I do not want to drag this out and end up in litigation over £35.00.
Regretfully, I will pay the PCN.
Thanks for your help.
