Thank you @Incandescent. That makes a lot of sense.

I stopped by the intersection this morning to get some photographs fory appeal. There is now an additional sign leading up to the intersection providing notice to drivers of the upcoming restricted access. The sticker on the back of the sign is dated 7.2.2026. just over 2 months after my alleged contravention. I have added photos to this link:

I feel that this is in direct contradiction to the council's rejection of my representation that the original signage is sufficient to road users.

I also feel that this aids my case for an appeal.

I looked through the appeal process and the form notes specific grounds for appeal. I understand from this that my appeal will be that "The contravention alleged by the Authority on the Penalty Charge Notice did not occur. e.g. There was no failure to comply with a traffic sign."

Is there any assistance I can get for writing my appeal with the photographic evidence I have shared in the link above?

Thank you.

Hi There

I received a PCN on 2 December 2025 for:
Contravention: 53c - Failing to comply with a restriction on vehicles entering a pedestrian and cycle zone
Location: HOLLYDALE ROAD JUNCTION GIBBON ROAD.

I only received the letter in the post on 12 January 2026. The car I was driving is in my wife's name.

Before I found this great forum, I arrogantly thought I would have a go making a representation as I felt the signage was poorly displayed at the intersection. My representation was rejected.

Since making the representation, there were a few weeks delay where the council came back to my wife asking her to confirm that I could make the representation. They then took another few weeks to respond to the representation with their rejection.

I have replied to the council asking if they would consider extending the 28 day 50% discount period and I am awaiting a response.

I am considering appealing the PCN at tribunal as I feel that the signage is not sufficient due to the angle that I approached the intersection and I am now seeking some guidance.

Above is a link to the original PCN, my representation and google street view image to show the angle that I approached the intersection and the rejection.

Something that I am interested in is that I have seen blue signs on roads that notify road users of an upcoming intersection with a restriction on vehicles entering a pedestrian and cycle zone. (example images of this type of sign in the link above) Along the roadway leading up to the intersection where my alleged contravention occurred however, there is no such sign. Why do these blue warning signs occur on some roads and not others?

Any help is greatly appreciated even if to advise that I pay the fine and move on.

Thank you.
Tom
