Thank you all for your responses. I stopped in the bay, and had to get out to read the sign for which app I needed to download to pay for parking. I then got back in the car, as it was cold, to download the app, make an account and register the car. It took a little time to get this all done. While I was in the process of doing so, the CEO starting taking pictures of the car, I spoke to him and he said "you've been here too long". I was bewildered by this and said something like "it's only been a few minutes" but he just walked off after taking the pictures attached. Angry, I moved and then realised the other bays were free on the street anyway, making the whole thing very frustrating.
Does a tribunal appeal explaining this situation carry any weight? I didn't know that 7 minutes is too long. By the time you open the app store to download the app, put in your apple password and then download the app on 4g, make an account, verify said account, add a car, select the right parking location code, add a payment method I feel that it could easily take upwards of 5 minutes even if you are tech savvy.
