Hi all

I received a ticket for parking on a single yellow that was stuck to my car. I've already appealed and just need some quick advice but will set the scene (check next para for my question). I parked on a single yellow in a cpz zone, got out and checked the signage and moved the car straight away but the enforcement agent ticketed despite watching this -he has claimed via his notes he didn't see me I say he did as we spoke about it so council cannot substantiate my claims.

This incident happened in June and it has taken the council until today to reject my appeal. As it has been well over 56 days, would this argument mean I could get the ticket cancelled? This is a car I lease. In their rejection email they say I would have to wait for the NTO and then could formally challenge. I suspect this would go to the finance company. Or does the 56 day rule only apply to formal challenges. This is Croydon Council so I suspect they would miss the deadline anyway

Hi all

I received three rejections today from PP.

Should I copy & paste over the same appeal to Popla. Also am I better off waiting for the 28days to give Premier Park less time to send over the correct documents? Or have they already messed up by not sending them with initial correspondence?

Hi all

Some news. While waiting for the days to pass, so that I could fill out the form above, I've found this article https://www.bbc.co.uk/news/uk-england-london-68217847. It turns out croydon council were found issuing charge certificates and no pcns first.

I knew something was up and that I didn't get a pcn so did some digging. I tried contacting the number today (in Croydon's response at the end of the article). I recorded the call and there were some inconsistencies. I asked if they issued a pcn to me and they told me yes on 06/02 at first. When I asked how it was possible for them to do this on the same day as the alleged contravention when it would have been done via post they changed their tune. This car was also a replacement from a garage via my insurer so no way they would have had my details on the day. When I caught them in the lie they changed their tune, told me they did not know anything more and to email the pcn team. They couldn't find another date on the system -which is interesting as their charge certificate says 18/04 -but I wasn't about to tell them that so they could wriggle out of it.

I had already emailed on the weekend when I found the article. However, it could take 56days-90days for them to respond according to the automatic reply. They are cancelling charges that have been affected but only until January (info in article) so I will probably have to go through the process you guys on here outlined which is a shame as I'm certain the problem in the article has affected me. I have emailed a Croydon Councillor and will also email my MP.

My problem with this is, Croydon is bankrupt and has been for years. They know they are wrongly triple charging (£195 instead of £65) and yet months later seem to be trying to pull the same scam. To add to this, there is also the original issue that they are going after the garage for the money as well as me for the same contravention so really trying to monetise! I have a copy of the rejection notice they sent to the garage.

If there are any other ideas of how to close this down sooner, please let me know. Otherwise, I will follow the steps in the post above. My ideal scenario would be to get them to cancel it with all the other incorrectly issued charges they are cancelling. I would wait until they get to my email but as shown in the link above, if it has already been passed to enforcement they are not cancelling and I don't want that to be me.

Yes. These are all for the same thing on their pcn. One of the bays I'm 1000% sure is  a p+c bay. I'm trying to go through my emails now as the other I think is actually a click and collect bay as I remember ordering from m&s and collecting that day but I'm going back through my paperwork to check as it's dated 8th June.

IMO, you're straying into what happened with the contravention and other PCN-related issues - when you haven't even got an OfR, let alone got TEC to revoke.


In short, you're getting ahead of the process. Pl just focus on checking with TEC from the second week in July to see whether an OfR has been issued.

Yes that's correct. Still no PCN. They have issued a reminder this week however. Should I upload a pic?

No - if the parking operator want to hold the registered keeper liable, then they need to issue the notice to them such that it is delivered within 14 days. This is not applicable to you, as you are not the registered keeper. If you read Schedule 4 that I linked to above, this details the various relevant periods, if you are interested in broadening your understanding.

Don't fall for this.  If, as you say, you owe nothing then what relevance is there in the  discount period ending for if you did owe something?  It is irrelevant!

Ah fab. So I have the full 28days? I will defo be able to go back before then.

Don't appeal yet - we need to clarify some points.

Aside from the valid points made by The Rookie above, I see the notice refers to the fact that you are the hirer of the vehicle, is this the case? If so, did Premier Park send you any other documents alongside this notice?

If you are the hirer, and they did not send any additional documents, then you will have a valid technical appeal as the hirer, alongside the meritorious point that the driver (whose identity you should not reveal to the parking company) did not park in a disabled spot.


Hi. Yes, that's correct. I am the hirer and inside the envelope was just the one double sided page I posted the link to. Please can I ask what other documents I am missing? There is definitely nothing else as I am sat with the letter now.

Aside from the pic I will get of the p+c bay, may I ask what the technical appeal is that I should add to my appeal? Will try to add as many valid points as possible.

Hi all

Any advice appreciated.I received this PCN for being parked in a disabled bay. That's not true -I was parked in a parent and child bay as had little one with me.

The pics they show as also 7 seconds apart and on the incident time it is 7mins after -I thought legally I was allowed 10mins to read signage etc. Is there anyway I can fight this? I cannot prove the signage under the car unfortunately so don't feel like I have a leg to stand on.
