Private parking tickets / PCM (UK) Ltd - Parked without clearly displaying valid PCM permit - Burrells Wharf Square E14

Hi - Hope you are well.
Driver received a parking ticket for not displaying a valid pcm permit at the time of enforcement.
Driver says he was not aware of any ticket as there was no parking charge notice on the windscreen when he returned to his vehicle and leave. However evidence on website shows a pcn on the windscreen
Driver was a contractor, checked in with the estate office conceirge who handed keys to visit a property in the development, and left no longer than 10 mins. The vehicle was logged in as he gave them the Reg details. He was not aware of any permit required. after he started actually working inside said flat, he was given a permit for every day he did work on the development where he stayed for days etc. He has a permit that ran out on 19/12/2025. he Cannot remember whether he had a permit earlier.
I, registered keeper received a notice to keeper. Vehicle is on hire, I was not driving at the time
I think I may have missed the deadline to appeal as notice date was 20/01/2026 and today is the 18/02/26.
Do I still have a chance to appeal or get out of this? Link below to image of Notice to keeper. Top and bottom parts of letter are cut out as they only include personal details.
