A simple typing of the wrong month. There but for the grace of God go I.
Your deadline to make representations against the NtO was 11th MARCH. as was almost certainly explained on the notice.
I thought I knew who Tincombe was but now not sure following such a mistake.

There's no point paying at present because it's the full penalty which is the same should you appeal to an adjudicator.
You should at least make formal reps which we can help draft.
Latest date for NTO dated 10 Feb. is 11 April, so you have plenty of time.

Questions:
Does the later clarification suggest the original PCN location was insufficient?
No, because the PCN was served to your car, so you are assumed to know where your car is. For the later Notice to Owner it might not be OK, because the owner may not have been driving.
Does the delay beyond the stated 21 working days carry any relevance?
No, there is no statutory period to reply to informal reps. However, 56 days is max for replying to reps against a Notice to Owner
Is the incorrect vehicle colour of any significance when taken with the above?
None whatever
Their rejection letter is dated 25 November 2025.
So..
Are you the registered keeper;
Are your V5C details current?
I ask because the Notice to Owner would usually have been issued by now as you're over 3 months down the line since the PCN was issued.
