Free Traffic Legal Advice

I have received a PCN for my vehicle - the driver had a 10 minute overstay at the Colonnades in Croydon. Since the driver's previous visit to the Colonnades, the free time limit has dropped from 3 hours to 1.5 hours (at the end of November 2025). The driver did not realise that this had occured and did not see any obvious sinage that highlighted a change. Is it worth me appealing (as the registered keeper)?
