It was 2 large bags weighing 10kg each, and then a larger sack of flour, 20kg I think. Would I need proof it was pre-ordered? It required 3 trips in and out to load the car and paying -

Thank you for adding in those images, I hadn't opened the PCN online yet as it had only arrived recently. -

I was parked in this spot for a few minutes, must've not realised it had restrictions, got back and saw an Enforcement Officer creating the PCN. I drove away as the ticket was printing on his machine so no ticket was affixed to my car or handed to me. Then this PCN arrived in the post.
