Hello,
I have received a Charge Certificate for a second PCN within a 24 hour period, and I am looking for advice about whether to challenge this, and if so how.

I have a resident's parking permit, but unwittingly left my car parked in its usual place during a two-day temporary traffic order (TTO). It now looks like I was issued two PCNs on consecutive days. I have already paid the first PCN (after an unsuccessful challenge). It is the second PCN that I would like advice on, as I have only just realised this exists.
1st PCN - ZN19171415 - Date of contravention: 17 November 2025, time 09:03am – PCN status: paid
I found this PCN on my windshield on roughly 20 November. I challenged this on 24 November by going to haringey.gov.uk/parking, viewing evidence, and then submitting my challenge online. In my challenge, I explained the TTO was not in effect when I parked my car (nor was it advertised by email or post), I was not around during the TTO period to check on my car, and that the nearest signs about the TTO were several metres from where I was parked. I received an immediate acknowledgement by email stating that "The PCN will be placed on hold until we reply." After several weeks, I received an email from the council on 8 January saying my challenge was unsuccessful and refuting my reasons. Although I felt my reasons for the challenge were still valid, I was worried the penalty charge would increase, and so I paid the PCN (at the reduced rate of £80) on 11 January.
2nd PCN - ZN1917154A - Date of contravention: 18 November 2025, time 8:31am – PCN status: Charge Certificate issued
I have only just realised the existence of this second PCN, which has very similar PCN number. I never found the actual PCN on my car (I suspect it blew away). I did receive a Notice to Owner dated 19 December stating that I owed £160, however, I thought this was in regards to the first PCN, and therefore I believed it had been sent in error. To double check my understanding, I went to haringey.gov.uk/parking again, clicked on PCNs > View evidence > See evidence. This brought up the ‘Parking ticket viewer’ page which stated that the PCN was being challenged. What I did not notice at the time was that the parking ticket viewer was actually showing me the details of the 1st PCN (with the very similar number) – I suspect this was due to cookies being saved on the website.
I therefore did not realise that the Notice to Owner was in regards to a second PCN, and I did not take any action.
I then received a Charge Certificate (dated 29 January) for this second PCN, stating the fine was now £240! It was only after I scrutinised the Charge Certificate carefully that I realised the details were subtly different from the PCN that I had already paid, and that this related to a second PCN that I hadn’t previously been aware of!

The two dates of contravention were within 24 hours of each other – I have previously had success with getting a PCN cancelled by Haringey for this reason.
Had I found the second PCN on my windscreen, I would have challenged it immediately, in the same way I did for the first PCN.
The ‘Rejection of challenge’ letter for my 1st PCN says that my car was parked two car spaces away from the nearest TTO sign. Haringey has no photos showing my car and the TTO sign in the same photo. I measured the distance (based on the photos) and it was 16 metres from the driver’s door to the sign. As shown in Location_annotated_photo.jpg, neither of the two posts closest to my car had TTO signs on them. The location of my car in the ‘view evidence map’ screenshot is not correct. I am certain that the extremely similar PCN numbers are a large part of the reason why I did not realise the Notice to Owner letter was for a different PCN.
On Haringey’s parking website, it is not possible to bring up all PCNs associated with a vehicle just by entering the vehicle registration. Instead, the website makes you enter both the PCN and your vehicle registration – or, if you did not log out previously, it simply shows you the last PCN you viewed (due to cookies).
I would be very grateful for any advice on:
• whether or not to challenge the second PCN (ZN1917154A)
• if so, how exactly should I challenge this (given that I have received a Charge Certificate)
• what happens next if I challenge this
