Good evening,

please see below my intended response to the EN, I would be grateful for any feedback before i send off:
Dear Sir/Madam, I make representations on the following grounds: The contravention did not occur.

1. As the Authority will see from their evidence (pictures and Video), there were no signs to indicate the 29/11/2025 was an event day. The council states that there are digital warning signs on the main routes into the event zone, however none were noted on my route; furthermore ‘digital warning signs’ are not part of the statutory signage, motorists are under a duty to obey traffic signs, as listed in the TSRGD

2. The Council suggests motorists have a responsibility to check the Wembley Stadium website to check for event dates, however this is not correct. Drivers have the duty to adhere to statutory signage and obey to statutory signs, not check websites.

For completion I request for the council to supply a copy of the camera certification.

As per the Schedule 1 of the London Local Authorities Act 1996 Admissability of certain evidence 7 (6), I insist attendance at the hearing or trial of the person who signed the document.

Thank you. Yes that’s the thing I can’t recon with, how are drivers supposed to know about event days ahead of time.

What do you mean i can insist that the person who signed the video record attends the hearing? Do you mean the person who took the video? How does that help? I will draft the response tomorrow and post here for advise.

Hello, I have today received the 'Enforcement Notice'. I have to now send in my representation. I intend to say that i had no way to know it was an event day as there were no posts anywhere to advise of it. The council in their previous letter say that it is the driver's responsibility to know ahead of driving and check the Wembley website, but i didnt know i would enter an event day, it is impossible for the drivers to know ahead of time unless you live in the area and know to check.
I would welcome any advise before i send in my response.

Morning. I can see from another case that the wording on the PCN is inocrrect, only referring to 'cycle track' and not with 'or lane'. Is this enough to suede an adjudicator together with partially obstructed view of the sign?

I have gone back to the site for a picture street level. the sign is indeed partially covered. The problem is that it is a new cycle lane, with the camera installed 2 weeks ago, no notice at all so everyone is getting caught by this new situation

Stopped to enter a shop. Was parked for probably 3 minutes with my son in the car.

Yes I now of the other one. But I didn’t even stop, did not walk away from the car, engine on. I reversed onto a residents bay so I have already contested that. No idea how they can even issue the ticket.

The CCTV was installed apparently 2 weeks ago and they are catching all unaware motorists as the cycle lane is new. Furthermore the blue sign is partially covered by a tree so not exactly obvious. Is there any chance i can contest it?

The hours of operation for this bus lane are Mon-Sat 7-10am and 4-7pm and on event days 7am till Midnight. I drove on the bus lane on a saturday at 12:17pm. There were no signs to say it was an event day. On the PCN video and pictures also it does not show any signs on either side of the road. I can't understand how a driver is supposed to know when it is an event day. The council has responded that there are digital warning signs on the main routes into the event day Zone and Motorists can check dates on the wembley stadium website. Firstly i didn't see any such digital sings, secondly i was coming from Barnet and chose my route home as I was driving. Do they expect the drivers to stop and go online on the website to check for the events?
As they have rejected my appeal, can anyone suggest if i should challenge as I strongly feel this PCN is wrong.
