Every time I called or chatted TEC, the PCN had not yet been registered.

Therefore I haven't filled out a Statutory Declaration form.

No confirmation from TEC by way of a copy of the revocation order, either.

After contacting TEC every week with no joy of a PCN issue, I today received an original PCN
This is from the contravention on 4 December. Upon seeing the accompanying photos today, it confirms that I DID fail to give way to oncoming vehicles.

This has taken them a long time to resend! Do I have any waving rights?

Presuming my only option now is to pay the 50% reduction of £80 that they are offering me until 12 April?

So two weeks on and still "That pcn is not registered with us." TEC suggest that I contact Lambeth to ask what is happening..

I hadn't noticed both your replies. I will follow the instructions. Yes the name and address are correct. As if by magic, tomorrow will be the fourteenth day since my above post. Am I correct in doing absolutely nothing for a further seven days, before then contacting TEC to see if my PCN has been registered?🙏

Dear Free Traffic legal Advice, 

I received a PCN today, (27 January 2026) for a contravention that supposedly happened on 04 December 2025. 
37 j - Failing to give way to oncoming vehicles. LJ35480044
Lambeth are asking for £240 because the charge has not been paid in full.
It's the first correspondence we've recieved today, with no supporting evidence that the contravention even happened. Please see screengrab of letter below.

I've since checked the diary, it's possible that my wife drove on that road at 12:57 on 04 December.

Just wondering if worth contesting, and if so, which steps are best to take? I've just done my tax returns and this is rather steep to pay that much towards a guy asleep in a smart car!!!
When prompted to contest online, it warns that if none of the suggested reasns, then it's highly unlikely that my case will be approved. Plus "You will need to provide very good supporting evidence for this"

Any help would be most welcome.
