#1 SIP Car Parks - Requested Photographic evidenced and 10 digit verification number not sent on rejected appeal

Hi everyone,I’ve received an appeal rejection from SIP Car Parks for a "Not in Marked Area" PCN, and they didn’t include the photographic evidence for it. I’ll outline everything I’ve done so far, in chronological order.17/01/2026 (Online Appeal Submission)“Hi,I hope you are doing well.I received a PCN ticket and would like to request a picture of it, as I believe there has been a mistake.Here are the details:• PCN number: xxxxxxxx• Registration: xxxxxx• Make: xxxx• Colour: xxxx• Car Park: xxxxxxxxxxx• Date: 17/01/2026Looking forward to your response.”On 19/01/2026, I received the following reply:"Date of reply: 19/01/2026PCN issued on: 17/01/2026We are in receipt of your appeal against PCN xxxxxxxx.After reviewing the evidence and the information you provided, we regret to inform you that your appeal has been unsuccessful.Your vehicle was parked in a manner not in accordance with the signage at the car park.For this reason, the parking charge was issued correctly, and the charge now stands at £60.00, payable within 14 days. After this time, the charge will increase, and additional charges may be incurred.Customer Service Clarification:It is clear that by failing to park within a marked bay, the driver became liable for a Parking Charge Notice, in accordance with the terms and conditions clearly displayed on site. The vehicle was observed parked over the bay line, positioned between two parking spots, thereby obstructing adjacent spaces and preventing other drivers from parking. As such, the Parking Charge Notice was issued correctly and will remain valid.Yours sincerely,SIP Parking Limited"Since then, I’ve replied to this email (both to info@sipcarparks.co.uk and appeals@sipcarparks.co.uk) and also sent a letter with similar content to their address:SIP Parking Limited, PO BOX 5450, Manchester, M61 0JX.Below is the letter I sent:Date of reply: 19/01/2026“Dear SIP Car Parks Team,I hope this email finds you well.Thank you for your recent response regarding my appeal for PCN number XXXXXXXX, issued by SIP. While I acknowledge that my appeal has been reviewed, I note that I have yet to receive any photographic or video evidence that substantiates the claim.As SIP is a member of the Independent Parking Committee (IPC) and operates under the IPC Code of Practice, as well as being subject to the statutory requirements set forth in the Protection of Freedoms Act 2012 (PoFA), I hereby formally request that you provide clear and unambiguous photographic or video evidence of the alleged contravention.Under PoFA Schedule 4, as well as Section 7 of the IPC Code of Practice, the provision of photographic or video evidence is necessary to ensure the validity of the charge. In addition, I would like to highlight that Section 56 of PoFA requires that a Notice to Keeper must include sufficient evidence of the contravention, failing which the charge is not enforceable.I kindly request that this photographic or video evidence be provided within 48 hours of this message. Should you fail to provide the necessary documentation within this period, I will have no choice but to consider all available legal remedies, including but not limited to lodging a complaint with the Parking on Private Land Appeals (POPLA) service and pursuing the matter further through legal channels, if necessary.Thank you for your prompt attention to this matter. I look forward to your response and the requested evidence.”Today, 26/01/2026:I called the SIP team, and they informed me that I should have requested the photographic evidence in my online PCN appeal request, which I did. Now, they are saying that because I sent a letter, it will take up to three weeks for them to send me the pictures and the 10-digit verification number.It seems like they are stalling when this should be straightforward, and now I’m suspicious they might be fabricating the claim that my car was not properly parked.I have a few questions:1. Should they have included the 10-digit verification number in their rejection email?2. Is there any way to start the POPLA appeal without the 10-digit verification number?3. If I don’t pay within 14 days, will the fine increase to £100 instead of £60?4. If they don’t respond within 28 days, the PCN states: “LATE PAYMENT: Failure to pay the PCN of £100 within 28 days from the date of issue may result in your vehicle keeper details being requested from DVLA under reasonable cause criteria. In the event of payment not being received within 28 days, the full charge of £100 will be payable and may be forwarded to our solicitors for litigation through the county courts. This will incur further administration and legal fees that you will be liable to pay.” Would these additional charges apply if they don’t respond on time?Thank you in advance, and sorry for the long text.
