I have received a Notice to Keeper and subsequently a Final Notification Letter from Euro Car Parks regarding the vehicle I am a registered keeper of. On the evening of the 9th December, the driver and passenger entered and parked in the car park to visit KFC as the passenger needed food quickly to prevent hypoglycaemia due to their medical condition. Due to this, it being dark and not being local to the area they were unaware of the tightened restrictions in the car park after 20:00. They were also not made aware by any staff that a parking terminal had been installed near the front counter and did not approach this due to ordering via the app with table service.I visited the establishment myself on 24th December after speaking with a staff member over the phone to request that this charge was cancelled as they indicated they could do so if I brought the NtK along with proof of a purchase (which was supplied). The manager on the day seemed reticent to do anything about this but did take a photo of the NtK and said that he would contact ECP to get it cancelled. Whilst on site I also took a photo of the signage and the console inside in daylight which I have attached below.Today (23rd January) I have received the Final Notification Letter dated 15th January. I contacted the branch by phone again and spoke with the duty manager as I am no longer in the area. This person told me that they occasionally email a list in of registrations reported to them to request they are cancelled for customers but that they have no control over this and they sometimes do not receive any response from ECP and sometimes they refuse if too many are sent at once. He told me that he would submit mine again to them due to the medical grounds stated above and that I should call back next week to see if they had received a response or not.I have attached the two letters received to date (Notice to Keeper and Final Notification) along with the two photos I took of the signage and console inside the establishment during my first visit on 24th December. It would appear these restrictions are fairly new to this car park as they are not on the most recent Street View for the area.I am unsure how to proceed as I have requested that the PCN be cancelled on the grounds above which the staff member in KFC has agreed to during my conversation today but it seems ECP are at will to simply disregard this again.
