Is the High Court decision retroactive ? Could I/we get a refund for a PCN paid a few months ago ?

I have a technical appeal re the PCN and will dig it out later. I have won 4 out of 4 recently.

There are at least these 'Bromley Roads' in the TfL area
Bromley Road (E17)
Bromley Road (N17)
Bromley Road (SE6)
Bromley Road Chislehurst
Bromley Road Beckenham

Does Bromley Road SE BND mean SE as in postal district or South-East Bound as in direction of travel?

It may be clutching at straws, but the location is meant to readily identify the location to the registered keeper, who may well not have been the driver on the day in question.

You need to telephone TfL and ask for them to send you the video (the evidence) and place the PCN on hold whilst they do so, and do watch deadlines.

If we decode the location as "Bromley Road South-East Bound Opposite Watermead Road" then that is accurate. It looks like there is only one "Watermead Road" in the whole of London ...

Called TfL and asked for the video as well.

Hello,

I received a PCN for being in a bus lane. The bus lane is in operation 24/7 and I briefly entered it to avoid stopping for a car turning right. Not an excuse but then the bus lanes on this road are 95% of the time empty... The camera is fairly recent as well, was installed in the past few weeks / months.

Are there any ways to get this ticket challenged ? I am happy to try as long as there are some chances of success.
I don't know if it's relevant but I am no longer the registered keeper of the car, although I was on the day of the contravention.

Is there any technical argument that can be used against TFL ? I remember that I while ago bus cameras weren't legally approved to be used for enforcement.

Thanks everyone, Bromley council agreed to cancel the PCN stating it was the first and last time they would do it for me.

Thank you stamfordman, will challenge the PCN in a polite way.

It is not my first ever offence in Bromley, but last time I did pay the PCN after having forgot to pay for parking.

Hello,

I have received a PCN for parking without payment from the Bromley council. What happened is that I did pay for parking (through RingGo) but for the wrong reg plate.

I use more than one car on regular basis so I have several options to chose from in RingGo. I chose the wrong one this time and got the PCN. The receipt from RingGo shows that payment happened before the PCN was issued and supposedly Bromley can actually see that both numberplates are associated to my account. It seems that they cannot claim loss of revenue.

Is there a reasonable prospect for getting this PCN cancelled ?

Quick update: the PCN has been cancelled by the council. I have not received any email / letters but the website says "There is no outstanding charge for this Penalty Charge Notice."

I wouldn't over-complicate this, just send a representation point out the hours of operation displayed in the car park and let's see what they say. It might just be that the CEO made a mistake, it does happen. One of our most illustrious members only got involved in this subject because he was given a PCN on a Saturday for a disabled bay that was only a disabled bay Monday to Friday, that mistake has cost the council tens of thousands over the years.

I have updated the main post with the full PCN photo and some photos from the council. Even the council photos show "Hours of operation: Monday to Friday"!

It was raining heavily when I returned to the car and found the PCN, so didn't spend much time outside, but I did not see any other sign with parking times info. I can go have a look in the next few days if needed though.

Hello everyone,

I left my car this Saturday at a council run car park and got fined for non-payment. However, the information panel says "Hours of operation: Monday to Friday". I did have a look on Ringo afterwards and it does ask for payment on Saturday, but this contradicts the information panel info.

Will it be straightforward to get the PCN cancelled ? After all, the council ought to display the correct information if they expect people to pay for parking on Saturday!
