Afternoon

Posting on behalf of my parents. They received this PCN letter dated Tuesday 6th Jan on Thursday 8th Jan for an event which happened on 17th December 2025 at 10:58am on Bugsby’s Way SE7 Outside Sainsbury’s SE7.

I just want to seek clarification, in the video, which is included in the Google Drive link, it can be seen that the car stops and lets a passenger out of the car, this happens on a double yellow line, but also within a Bus Lane and just ahead of a Bus stop box and it is listed as a Being a Bus Lane enforcement.

As they are in the Bus Lane it would seem like a fine would be issued, however I was also under the impression that you are allowed to stop to let passengers out of the car, which rule supersedes the other in this case? It can be seen in the video (before it stops at 10 secs) that someone gets out of the car. 

If anyone can shed some light on this that would be great. They know that if they have done the wrong thing then they should pay the £80 fine before it doubles on the 20th Jan, however I just wanted to check if there were legitimate grounds for a successful appeal.
