Unfortunately we didn't get around to appealing to the IAS - I'm kicking myself because of the cost to UKCPS, especially since this whole process takes away from life!
The registered keeper received a letter in the post from a debt collecting agency:

What are good next steps? Thinking of advising the registered keeper to respond to the debt collectors saying the same as the initial appeal, and how the appeal was rejected even though it didn't respond to any of the points raised in the appeal - namely the fact that liability cannot be transferred to the keeper via PoFA due to the road not being "relevant land" on the date of the alleged contravention
Is the letter of claim a part of the proceedings of a County Court Judgment?
