This is the PCN and the area.

I appealed and got the response below from the council

Thank you for writing to us regarding the above Penalty Charge Notice.

We have carefully considered what you say but we have decided not to cancel your PCN.

You were issued a PCN for parking in a bay for electric vehicles to charge their batteries.
There is a sign there explaining this. Even if you have an electric vehicle, you can only
park there if you are charging your battery.

I was parked in electric vehicle recharging bay, my vehicle is not electric, I thought it was outside of the time zone, but the sign is for other bays which are not electric bays on the street, the signs were unclear (see attached)(https://postimg.cc/ZCcfyxWJ). I was given contravention code 14 when I believe it should have been contravention code 23. What are the odds I win the appeal? The sign doesn't say electric vehicles at all times. + the observation time was 20:00 to 20:00 - however pictures were taken with time interval between 19:57 - 20:00. It does say on the pavement electric vehicles only.

Contravention code 14:

14 - Parked in an electric vehicles’ charging place during restricted hours without charging.

Vehicle must be fully electric and must be charging.

Contravention code 23:

23 - Parked in a parking place or area not designated for that class of vehicle.

The main suffixes are 23(2) for Goods vehicles only, suffix G for motorcycle bays.
