I have decided to send another email to their email address and have also found the ceo's email address. I don't know if that will help but it sometimes does with other matters. If this fails then I am tempted to make a Equality Act complaint.

Hello all, this is my first post here and hopefully someone can help me since I haven't done very well with my initial challenge to the PCN.On the 4th of October 2025 the driver parked at New West Street Car Park, Newbury, RG141BZ and paid for 2 hours of parking. The car left the car park after 2 hours 18 minutes and 35 seconds. This is from entering the car park grounds to leaving the car park grounds as caught on ANPR. As the registered keeper I received a PCN for £100 reduced to £60 if I paid early. The hourly cost to park is £1.40 per hour I believe. The signage was clear in the car park.After receiving the initial PCN letter I went on to the napier parking website and lodged an appeal. I stated that the reason for being late to leave was due to my disability of having type 1 diabetes and having to treat a hypoglycaemic episode, meaning that legally I wouldn't be able to drive. I received an email on the 27th of October asking for evidence of a medical condition. I mistakenly replied to the same email address that their correspondence came from, which in this case was a noreply address. This email did not bounce back but the email sent to me was clear that the address wasn't monitored.On the 11th of November I received another email from them saying: "We have reviewed the case and considered the comments that you have made, together with the evidence thatwe are holding. Our records show that the Parking Charge was correctly issued as your vehicle was parked inbreach of the clearly displayed Terms and Conditions of Parking.Your parking session had expired at 18:01 therefore your session was no longer valid for the rest of your visit. Ourterms and conditions at this car park require you to have a valid paid for session for the duration of your visit. If youare unable to return to your vehicle in time you can extend your stay by using the pay by phone service advertisedon our signs across the car park. We requested further evidence to support your appeal, however this was notprovided therefore we have processed your appeal based on the evidence we currently hold. "I received a letter on the 13th of December saying that I now owed £100. It was at this point that I realised that I had sent the information to the wrong email address. So I sent the following email on the 20th of December to the correct email address and got no reply:"Hello,I acknowledge receipt of your emails and Parking Charge dated 13th December 2025. I had replied twice to the emails sent to me, however I replied instead of finding this email address and I now realise this was to a noreply address. I attach my medical records to prove my disability. In this latest reply:I sent my medical information to you. I sent my medical history information showing my type 1 diabetes and I have told you that I had to spend time dealing with hypoglycaemia to be able to legally drive my car from the car park.This is a disability and I feel that such a short overstay of 18minutes when 2 hours were legitimately paid for, should be waived due to dealing with my disability. I would not have had the mental capacity to focus on anything other than treating my hypo at that time. A £60 (£100) charge is in no way proportionate to this length of overstay.I would greatly appreciate if you could waive this notice on this occasion because the overstay was so short and I would not have been legally allowed to drive while my blood sugars were low.You asked for medical proof of my diabetes and I have sent that to you. I apologise for replying to a noreply email address and I attach this information again.Kind regards,Paul"Today I received another letter titled "case escalation to debt resolution". They are saying I now owe £170 due to "an additional charge, as specified in the terms and conditions has now been applied".I realise I have bungled my appeal and communications. I wish I had paid the £60 initially but can't in good conscience pay £170 for such a short overstay when I had paid for the majority of the stay! I tried calling Napier Parking but their line seems to be completely automated.I have attached the letters received and the emails received.
