Civil penalty charge notices (Councils, TFL and so on) / Coventry Council driving in Bus lane ticket- PCN issued over 2 weeks after offence

We had a ticket through issued on 22nd December for driving in a bus lane on 6th December. Is the rule of it not being issued within 14 days a grounds for appealing it? I have heard the rule with parking tickets, I dont know if it's the same?
