  9 mins is actually under the 10-min grace period required by BPA Code. Check if they're BPA accredited (should say on the PCN) - if so that's a technical breach and a proper defence, not
  just asking for mercy.                                                                                                                                                                       
  For IAS just hit the main points - ticketed before grace period ended, paid shortly after, left within paid time, operator got their money. Keep it simple.

  Worth a shot imo, the grace period thing gives you something solid to argue.

  Council PCN so bit trickier than private ones - "I was confused" or "didn't know" won't fly unfortunately.
                                                                                                                                                                                                  Only real angle is dodgy signage. School streets need proper signs under TSRGD - if they're missing, hidden behind a tree, or wrong times shown, you've got something.

  Can you get someone to check the actual signs? Or try Google Street View (might be outdated if it's new though).

  If signage is fine, I'd just pay at the reduced rate tbh. Council tribunals don't really do mercy.
