Civil penalty charge notices (Councils, TFL and so on) / Waltham Forest Coppermill Lane, code 32t failure to proceed in the direction shown by the arrow on a blue sign

Waltham Forest, Coppermill Lane E17, 32t failure to proceed in the direction shown by the arrow on a blue sign (turning in the wrong direction)
Dropped my partner and daughter for a birthday at the entrance of Coppermill Lane, then turned around to leave.
The pics show an arrow sign on the road which is further inside the street, and I could not see it when turning around. There does not seem to be a blue sign (I checked on google streets and can't see it either so I assume it does not exist? https://maps.app.goo.gl/qJDGtKwVEf3yCnB97), contrary to what is said in the PCN.
