Hey, thanks for your reply. I will update as soon as Im on the computer.

I didnt hide anything. It is a full copy of their letter today.

I did send all of the requested documents in August. They replied that they received the evidence and they are looking into it. Around September i called them to ask and they said, they are still looking into it and they will contact me, so I didnt make any other contact.

Hi,

I am a mini cab driver in London, under TfL PCO licence.

On the 9th August 2025, i received an uber trip from Bagley's Lane in Fulham.

As far as I know they have an agreement with cab offices to allow pickups and dropoffs from LTN (Low Traffic Neighbourhood zones).

I received a PCN on the 18th of August 2025.

I called the council and thry said I need to email them with representations, which I did on thr 26th of August. I included the uber trip details and my PCO licence details.

I heard nothing from them until today, the 18th of December 2025.

Today they emailed me a letter that says :

Penalty Charge Notice : HZ94033846
Date of Contravention : 09/08/2025 at 01:01
Vehicle Registration : RV17PYJ
Location : Bagleys lane NWbnd nos 2a - 12
Thank you for writing to us about the above Penalty Charge Notice (PCN).
I have noted your comment. However, you have not provided us any valid documentary
evidence to support your case. Please therefore, send us a copy of the job sheet. Job
sheet must include pick-up and drop off location of the passenger and also the date and
time of pick-up and drop off. The exemption only applies if the pick-up/drop off
location is inside the restricted area.
You can email us the evidence using the following email address (Please make sure you
mention the PCN number and the vehicle registration number in your email)

If you prefer, you can submit the evidence to us on-line using the challenge form on the
following web page www.lbhf.gov.uk/pcn
If we have not received a reply from you within 21 days of the date of this letter, we will
reconsider your case. It may then be necessary to reject your claims because of a lack of
supporting evidence. In these circumstances, we would continue to hold you liable for this
PCN

How should I proceed?

First of all it is dated 18 December 2025, 4 months late.

They stated I didn't include evidence, which I clearly did.
